Question 3

Concerning the third question, one should confirm that China's current marketization degree is still low and must be raised.

Naturally, the marketization of certain fields (such as banking), according to China's national circumstances and development situation, should not be raised too fast.

There should still be control over prices and quantities of certain key commodities, industries, projects, and activities for a fairly long period of time. However, in terms of the general direction, we should gradually push the economy towards monetary and market orientation.

Of course, we need not be in too great a hurry in this process.

No matter what, the general trend is improved marketization. It does not exclude a drop in the marketization degree during a short period of time, but one thing is certain: By the year 2005, namely after the Tenth 5-Year Plan, China's economy will become more marketized; by 2010, namely after the Eleventh 5-Year Plan, China's marketization can reach above 80%, and the task of reform will basically be accomplished.

By 2020, China will become a country with a mature market economy.
